I think Kain was just surprised. Not only did he not expect to see a strange dragon in Baron, but then it talked. Talking dragon = evil dragon lord.
Also, Kain is super concerned about dragons making a good impression on Cecil and the people of Baron. He’s trying to introduce dragons to the city, but if some random wild dragon comes in and messes all that up (especially a white dragon!) that could be the undoing of everything he’s working for.
